Detentions Made in Relation to Enormous Unlawful Waste Site
A pair of individuals have been arrested as a component of an investigation into the dumping of several thousand of tonnes of waste in a open field in Oxfordshire, England.
Authorities indicated that a 69-year-old was arrested at a residence in the town of Andover, while a man in his fifties was detained in Slough, Berkshire in connection with the huge heap of garbage deposited near Kidlington.
These apprehensions follow a prior report which uncovered the existence of over 500 unauthorized sites across the country of England, encompassing at minimum 11 so-called "large-scale sites" greater than 20,000 tonnes.
A spokeswoman for the environment body said that the detentions were for ecological and money laundering crimes and constituted a "crucial step" in active probes. Both men have been set free on bail.
Scale of the Situation
The dump in the Kidlington area, positioned between the Cherwell River and the A34, is estimated to house approximately 21,000 tonnes of rubbish in a pile which is up to 150m (490ft) lengthwise and 6m (20ft) in height.
This pile of waste is consists of what seems to be treated residential refuse, fragmented plastic materials, polystyrene, automobile tires and other everyday items.
It represents just one example of 517 unauthorized sites across England, at least 11 of which hold over 20,000 tons of waste. They include a 280,000-tonne location in the county of Cheshire, two 50,000-tonne sites in Lancashire county and Cornwall county and a 36,000-tonne site in Kent.
The actual number of such larger sites is probably to be higher, as the environment body has in the past indicated it does not hold records on tonnage for all unauthorized dump.
Most sites are in countryside areas, frequently hidden, and on land that is zoned as farm property.
Organised Activity
Police say a significant number are managed by organised crime gangs, who are generating money by demanding much less than lawful companies to accept and dispose of rubbish.
Companies have to be liable for disposal fees to use lawful waste facilities, contingent on the amount and type of refuse they are trying to discard, and a waste tax is also charged at just over £126 per tonne.
Community Outrage
Preparation efforts to remove the Kidlington dump began recently amid concerns over the risk of blaze and the effect that would have on the adjacent major road.
A contracted waste removal firm has been granted the job to remediate the location over the next 12 months at a cost of £9.6m.
An investigations officer for the country's environmental crime division stated that the authority would be seeking to recover the clearance funds under confiscation laws from any party successfully found guilty at the conclusion of its active inquiry.
She noted that the recent apprehensions would help "push the investigation forward" and permit authorities to "investigate more lines of inquiry to ascertain precisely what transpired and who was involved".
"This illegal dump at Kidlington was an appalling and intentional assault on our ecology and we share the local anger at this terrible offence," she remarked.
A senior minister supported the actions, commenting: "The unlawful dumping of waste at the site is disgraceful and has caused substantial damage to the ecology and upset to the surrounding community.
"Our authorities is committed to eliminating this category of illegal activity throughout the nation, by boosting resources to combat illegal dumping, recruiting more personnel and introducing stricter controls and fines for those who flout the law."
The arrests were executed on Thursday by agents from a regional crime squad and are in addition to an earlier detention of a man in his thirties from the Guildford region in the autumn. He was released pending additional enquiries.
